Federal Universal Service Fund (FUSF)

An ongoing FCC program designed to ensure affordable telecommunications and broadband access for all Americans. Rather than using tax dollars, it is funded by mandatory quarterly fees on interstate and international telecom revenues, which are often passed on to consumers as line items on phone bills.

State Universal Service Fund (SUSF)

Many states operate their own localized Universal Service Funds. These are managed by state public utility commissions to supplement federal programs and address unique regional issues, such as reducing access charges and preserving affordable local service rates in rural or high-cost areas.
